Indian government makes it mandatory for automakers to declare emission details
The Ministry of Road Transport and Highways (MoRTH) has made it mandatory for all automobile manufacturers to provide the emission details of every vehicle from April 1, 2017. The Form 22 of the Central Motor Vehicles Act, 1989 has been amended by MoRTH which is used by automobile manufacturers to submit the initial certificate of compliance with respect to pollution standards, safety standards of components quality and road worthiness certificate for all vehicles.
In an official statement MoRTH has stated that the Form 22 will now 'include the brand, chassis number, engine number (motor number in case of battery operated vehicles) and emission norms (Bharat Stage IV/VI etc) of the vehicle and specify the levels of each pollutant like carbon monoxide, hydro carbon, non-methane HC, NOx, PM etc for petrol as well as diesel vehicles.
Additionally, 'the sound level for horn and pass by noise values' will also need to be mentioned. The new rule will apply to all vehicles including those used for agriculture or construction purposes, as well as e-rickshaws and e-carts, including petrol, diesel, LPG and CNG powered vehicles. The new rule also applies to hybrid vehicles. Before the amendment, Form 22 only certified vehicles as being compliant with all the provisions under the Motor Vehicles Act including the emission norms.
The From 22 will be issued after it has been signed by the automobile manufacturer. However, for e-rickshaws and e-carts, the Form 22 will be issued with the signature of a registered association.
The Government of India has been adopting various measures to curb air pollution around the country. It has decided to introduce BS-VI emission norms by April 2020 while skipping BS-V completely. The government is confident of meeting the deadline. The Society of Indian Automobile Manufacturers had stated that the auto industry is committed to meeting the new emission norms deadline set by the government.
